Thanks for visiting Building Connections, Washington County Land Use & Transportation’s first online annual report. The COVID pandemic moved many of our services and communications online – it seems like a good time to have our FY 2019-20 annual report entirely online as well.

Accessing Public Transportation: The First and Last Mile Study
“The community clearly values a transportation system that meets the needs of all.”
Getting to and from transit can be challenging for riders and would-be riders in Washington County.
The First and Last Mile project offered Washington County travelers and employees an opportunity to share their experiences getting to and from public transportation stops and to comment on potential infrastructure investments to provide safer, faster and more comfortable access. The project final report outlines policy shifts and opportunities to support innovative travel options.

Building Services delivers during COVID
Inspectors still doing in-person inspections to keep projects on schedule, thanks to masks, hand sanitizer and “mobile” offices.
Building Services inspectors, plans examiners and permit technicians were among those Land Use & Transportation (LUT) employees who worked in office for most of FY 2019-20, despite the pandemic.
While the public was encouraged to submit applications and other materials online through the Public Permitting and Services Portal or via Electronic Plan Review, some services had to be provided in person.

Snow Zones – Remote access improves safety
The latest in Washington County’s Intelligent Transportation Systems & other traffic technology
Automating the County’s three snow zones using Intelligent Transportation Systems technology allows flashing lights to be turned on remotely, alerting the traveling public to winter road conditions in real time.
What is a snow zone?
Snow zones are high-elevation areas prone to slippery conditions during winter weather conditions. The County’s three snow zones are located on:
- 175th Avenue, between Scholls Ferry and Rigert roads
- Barnes Road, between 118th Avenue and the County line (adjacent to a city of Portland snow zone)
- Cornell Road, between Cedar Hills Boulevard and the County line
Road and weather information technology
Weather sensors provide pavement surface data, including temperature, air pressure and other conditions.
Real-time data will allow road crews to anticipate travel conditions, helping to more efficiently and effectively create anti-icing and snowplowing plans.
Conditions are accessible to travelers the Oregon Department of Transportation TripCheck.com website.

Retroreflectivity – shining a light on signs
The ability to see stop signs and other traffic signs at night is something most travelers take for granted, until one of those signs becomes hard to see.
LUT Traffic Engineering Division staff inspects traffic safety and other County road signs after dark once a year in the late fall and winter.
The inspectors are checking retroreflectivity – the ability of signs to reflect light. These inspections are required by the U.S. Department of Transportation Federal Highway Administration.
Most traffic signs are made of microprismatic sheeting. It redirects light back to its original source. This is why road signs seem to illuminate when they are picked up in headlights. Over time, constant sunlight, moss and other factors cause the sheeting to degrade.
The frequency of retroreflectivity inspections depends on roads’ traffic volume. High-traffic roads are inspected more frequently than low-traffic roads.
While reflectivity is the main purpose of these inspections, we also check the condition and general visibility of our signs at the same time. We’re looking to make sure vegetation isn’t blocking a sign, for example. And we also check on the road striping and make sure streetlights are working.

Significant Natural Resources, ordinances & more
FY 2019-20 saw the release of the Significant Natural Resources (SNR) Program Review and Assessment, Technical Appendices and Public Input and Engagement Report. The project team spent several months conducting community outreach and completing a comprehensive examination of the County’s Goal 5 program.
Significant Natural Resources (SNR) regulations in Washington County continued to be a high-priority task for the Long Range Community Planning group in FY 2019-20.
The Significant Natural Resources (SNR) Program Review and Assessment, Technical Appendices and Public Input and Engagement Report were finalized in May. This represents the first comprehensive examination of Washington County's Goal 5 program since the County inventoried SNR areas, including fish and wildlife habitats, in the early 1980s. The assessment provides a road map for modifications to County regulations to address identified issues.

2018–19 Long Range Planning Annual Work Program
The program’s annual tasks included development of an issue paper to assess the County’s Significant Natural Resource (SNR) regulations, based on community concerns regarding the County’s SNR protections in the development review process, particularly in areas with wildlife habitat.

Land Use Board of Appeals (LUBA) decision.
Warren v. Washington County and Venture Properties held that three standards in the County’s Community Development Code Section 422 were not clear and objective, and therefore could not be applied to residential development applications.

Community input.
Public comment was critical to drafting the issue paper. Staff made numerous presentations to civic, environmental, developer and jurisdictional groups, explaining legal, environmental and development terms and hearing ideas and concerns.

Public Comments: Draft SNR Program Review and Assessment (Assessment).
Using community feedback and months of legislative and environmental research, the project team completed the draft assessment and released it for public comment. Staff conducted more community presentations and launched an online open house (Oct. 21-Nov. 25, 2019) to get comments on the Assessment’s key findings.

Resident Jill Warren filed a request with Land Conservation and Development Commission (LCDC) alleging the County was not complying with Statewide Planning Goal 5.
May 2020
Final SNR Program Review and Assessment completed.
This comprehensive review of the County’s Goal 5 program includes Technical Appendices and a supplemental Public Input and Engagement Report that documents all feedback received.
June 1, 2020
Enforcement order issued.
Land Conservation and Development Commission found that the County is not compliant with Goal 5. The County is temporarily barred from approving new residential land division and development applications on properties within the Urban Growth Boundary that affect Wildlife Habitat areas. The order is effective until the County amends Community Development Code Section 422 natural resource provisions. The order stipulates that the County must make the amendments before May 1, 2021.
July 15, 2020
Proposed Ordinance No. 869 filed.
The proposed ordinance was filed to amend standards in Community Development Code Section 422 that were not clear and objective and provides further clarity and transparency in the development review process. The ordinance is intended to ensure natural resource provisions are consistent with state law and in compliance with the County’s adopted Goal 5 program.

The Planning Commission and Board of Commissioners held numerous public hearings to obtain public testimony. Community input led to engrossment (changes) to the original version. Changes included additional clarification of Community Development Code regulations and specific requirements regarding plant establishment and maintenance, Preservation Area size and more.

A Engrossed Ordinance No. 869 adopted
The ordinance is effective Dec. 15, 2020. In addition to addressing Goal 5 compliance, the ordinance can serve as the foundation for possible future planning work that the Board of Commissioners could ask staff to pursue, based on the findings and community feedback included in the SNR Program Review and Assessment.

Land Conservation and Development Commission lifts enforcement order.
Statewide Planning Goal 5 requires local governments to “adopt programs that will protect natural resources and conserve scenic, historic, and open space resources for present and future generations.” Local governments must maintain current inventories of significant natural resource areas and develop land use ordinances with clear and objective standards to protect these areas.

SNR Program Review and Assessment: Key Findings
To address concerns raised both by the residential and development community, Land Use & Transportation Community Planning developed the Significant Natural Resources (SNR) Program Review and Assessment and to evaluate the County’s SNR regulations. Key findings include:
The County's comprehensive plan provides clear policies and standards for water-related habitat protection, but not for habitats that are not water related.
Over time, amendments to the Community Development Code (CDC) Section 422 have altered and confused its original intent.
The County must amend CDC Section 422 to modify standards that are not clear and objective.
The County's significant natural resources inventory and mapping are dated.
The County's remaining Wildlife Habitat within the urban area is limited.
Requiring additional tree protection in the County's urban area may be appropriate.

Ordinances, Issue Papers, Studies and Projects
Baker Rock Quarry Expansion
ORD. NO. 854 amended the Rural Natural Resource Plan to add the Farmington Quarry Expansion Area to Mineral and Aggregate District A, (protected resource quarry area) expanded the District B overlay (to protect the expanded quarry from potential conflicting off-site uses within 1,000 feet); and included those two areas in a new Area of Special Concern. The amendments allow future expansion of the quarry subject to land use review and conditions.

Telecommunication Facilities
A-ENGROSSED ORD. NO. 856 amended the Community Development Code (CDC) relating to telecommunication facilities located in County road right-of-way and on private property to accommodate federally required small cell facilities in all land use districts. In addition, the ordinance updated definitions related to telecommunication facilities to ensure consistency with federal provisions and removed outdated terms.

Accessory Dwelling Units
ORD. NO. 859 ACCESSORY DWELLING UNITS amended the Community Development Code (CDC) relating to accessory dwelling units (ADUs) to comply with state law, simplify standards and encourage additional housing development. Changes included allowing two ADUs per single-family dwelling and modifying siting and design standards to reduce barriers to ADU development.

Safe Parking
ORD. NO. 867 amended the Community Development Code (CDC) to allow religious institution sites and other properties in certain urban nonresidential land use districts to offer space where homeless persons can temporarily live in vehicles, subject to participation in a program designed to transition them to stable housing.

Planned Development Updates
A-ENGROSSED ORD. NO. 853 amended the Washington County Community Development Code (CDC) to update the open space requirements for Planned Developments in urban unincorporated Washington County to provide additional flexibility for residential developments.

Aloha Town Center Mixed-use Districts
ORD. NO. 857 amended the Comprehensive Framework Plan for the Urban Area (CFP) the Aloha-Reedville-Cooper Mountain Community Plan and the Community Development Code (CDC) to create new pedestrian-oriented mixed-use districts. It applied the new districts to certain properties within the Aloha Town Center near the intersection of Tualatin Valley Highway/SW 185th Avenue to encourage pedestrian-friendly and transit-supportive development.

Breweries and Cideries
ORD. NO. 864 amended the Community Development Code (CDC) to address changes in state law that the County must implement to allow cider businesses and farm breweries and associated activities in exclusive farm use districts. The ordinance also makes minor amendments to accommodate the added uses.

Tektronix Development Agreement
ORD. NO. 868 updated the Development Agreement between Beaverton, LLC, a wholly owned subsidiary of Tektronix, Inc., and Washington County to reflect current road requirements.

Issue Paper
Through the Annual Long Range Planning Work Program, the Board of Commissioners may direct staff to prepare issue papers — an assessment of an issue, program or policy of interest to County constituents.
Once drafted, the public has an opportunity to review and comment on an issue paper. The paper may include staff recommendations. The Board may ask staff to take action, which can include drafting related ordinances as part of a future annual work program.
Short-term Rentals: Issues and Considerations 2020-01 explored community members' concerns and requests for regulations of short-term rentals in the urban unincorporated areas. Concerns included increases in noise, on-street parking, litter and traffic. Staff presented to the Board of Commissioners on March 10, 2020, and was directed to draft regulations for a short-term rental license. These draft regulations are expected in 2021.
Studies and Projects
First and Last Mile
FIRST AND LAST MILE project addresses the trips people take to and from transit stops before starting their bus or MAX journey. The project identified potential first-and-last mile projects and programs that will provide safer, faster and more comfortable access to transit. Additionally, the project identified potential policies to address new and innovative travel options. The report was presented to the Board of Commissioners in February 2020.
Tualatin Valley Trail Concept Plan
TUALATIN VALLEY TRAIL CONCEPT PLAN will evaluate and select a preferred trail alignment for the Aloha segment of a proposed regional trail that would connect Lake Oswego to the coast.
Urban Reserves Transportation Study
URBAN RESERVES TRANSPORTATION STUDY builds on recommendations from the Washington County Transportation Futures Study and the Cooper Mountain Transportation Study to evaluate the cumulative impact of the development of the Urban Reserves on the County’s transportation system, develop a finance plan template and to support future concept-planning efforts. The report was presented to the Board of Commissioners in July 2020.
Complete Streets Design Update
COMPLETE STREETS DESIGN UPDATE is a multiyear project to review and update the County’s Road Design and Construction Standards and processes, including associated updates to the Transportation System Plan and Community Development Code.
Transportation Development Plan
TRANSPORTATION DEVELOPMENT PLAN aligns with Keep Oregon Moving (HB 2017) funding criteria. Staff is working with the community, transit providers and partners to create the plan, which will guide the investment priorities proposed to the Oregon Department of Transportation for the Statewide Transportation Improvement Fund for FY 2021-22 and FY 2022-23.

This regional transportation funding measure, ultimately defeated in the November 2020 election, was about more than transportation. It was about economic growth, support for communities of color, affordable housing, environmental protection and the importance of public outreach. Discover what we learned.

Public Engagement
Transportation planners throughout the region spent two years engaging with community members, business owners, community-based organizations and elected officials from the state, regional and local areas. This engagement included a Transportation Funding Task Force appointed by Metro and co-chaired by Washington County Commissioner Pam Treece.
The diverse perspectives shared through this extensive outreach resulted in the development of eight key outcomes which were used to identify and prioritize projects. These outcomes helped staff and community members focus on both transportation and quality of life needs.
Washington County priority projects
While the defeat of Proposed Measure 26-218 means no funding is available, the project development work completed in preparation for the measure is a huge benefit. When funding does become available, Washington County can build on the cost estimates, feasibility, public support and other elements to move forward.

URMD is a county service district formed by urban unincorporated voters in 1987. URMD:
- Serves as the funding mechanism for maintenance of neighborhood streets in urban areas outside of cities.
- Funds pedestrian and biking improvement projects on roads within the district.
- Provides traffic-calming activities on urban locals and neighborhood routes in the district through the Neighborhood Streets Program (NSP).
URMD Pedestrian and Biking Improvement Projects funded in FY 2018–19:
- 179th Avenue, from Ivy Glenn Drive to Farmington Road, sidewalk on east side.
- 185th Avenue, from Burnsridge Park to Bethel Court, sidewalk on east side.
- Ecole Avenue, from Jenkins Road to Brightwood Street, sidewalk on west side.
- Madeline Street, from 180th to 192nd Avenues, sidewalk on north side.
- Rosa Road, from Farmington Road to 198th Avenue, sidewalk in three segments: two on north side, one on south side.
- Springville Road, from Kaiser Road to Samuel Drive, sidewalk on north side.
- West Union/Thompson Roads, from Bronson Creek Drive to 153rd Terrace, sidewalk on north side, with some small improvements on south side.
